{"id":14024,"date":"2019-04-05T07:25:57","date_gmt":"2019-04-04T19:55:57","guid":{"rendered":"http:\/\/quantiphy.com.au\/oldbackup\/federal-budget-report-2019-20\/"},"modified":"2020-11-27T18:15:14","modified_gmt":"2020-11-27T06:45:14","slug":"federal-budget-report-2019-20","status":"publish","type":"post","link":"https:\/\/quantiphy.com.au\/oldbackup\/federal-budget-report-2019-20\/","title":{"rendered":"Federal Budget Report 2019-20"},"content":{"rendered":"<h2><span style=\"font-weight: 400;\">What it means for you<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Federal Government\u2019s 2019-20 Budget, was released by Treasurer Josh Frydenberg on Tuesday 2 April 2019 and we take this opportunity \u00a0to provide our commentary to help you analyse some of the more relevant announcements that may impact you.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">This year\u2019s Budget was particularly interesting in that it sets out the Government\u2019s agenda as it heads to an imminent election.<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">While individual tax cuts got most of the headline attention, small business owners have been handed an investment boost, with the government set to <\/span><a href=\"https:\/\/www.accountantsdaily.com.au\/tax-compliance\/12850-instant-asset-write-off-jumps-to-30k-expanded-to-50m-businesses\"><span style=\"font-weight: 400;\">raise the threshold for the instant asset write-off to $30,000<\/span><\/a><span style=\"font-weight: 400;\">. Additionally medium-sized businesses can now take up the measure as well, with the government casting the eligibility net wider by now allowing businesses with a turnover of up to $50 million to join in.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tax compliance was also a key feature with <\/span><a href=\"https:\/\/www.accountantsdaily.com.au\/tax-compliance\/12849-ato-receives-1b-additional-funding-in-tax-avoidance-crackdown\"><span style=\"font-weight: 400;\">$1 billion being handed to the ATO<\/span><\/a><span style=\"font-weight: 400;\"> over a 4 year period to extend the operation of the Tax Avoidance Taskforce. Accordingly, large businesses and high-net-wealth individuals can expect additional compliance activity from the Tax Office. Along those lines, the ATO will also receive another $42.1 million to recover unpaid tax and superannuation liabilities. It is understood that this funding boost will not extend to small businesses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also the mooted changes to Division 7a relating to loans from private companies to associated individuals that was due to start 1 July 2019 have thankfully been deferred by 12 months to allow more industry consultation<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There\u2019s also plenty in the Budget for anyone who\u2019s retired (or planning retirement) to consider. We\u2019ve put together this report to make sure you don\u2019t miss any of the essential information.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s worth noting that these proposed measures aren\u2019t law yet \u2013 and may be subject to change.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Summary<\/span><\/h2>\n<h3><span style=\"font-weight: 400;\">Superannuation<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">From 1 July 2020, if you\u2019re aged 65 or 66 then:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">You\u2019ll be able to make voluntary super contributions without meeting the work test; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">You can make three years\u2019 worth of non-concessional contributions (currently capped at $100,000 a year) in just one year.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">From 1 July 2020 there will be an increase to the age limit for spouse contributions from 69 to 74.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Tax<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There will be increases to the Low and Middle Income Tax Offset for this, and the next three financial years.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">From 1 July 2024, there will be a reduction in the 32.5% marginal tax rate to 30%.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Aged care<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A record $21.6bn has been allocated towards providing higher quality aged care.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Other<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For 3.9 million Australians, a one-off, income tax exempt payment of<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">$75 (for singles) or $125 (for couples) to help with the next power bill.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Superannuation<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Super changes to help improve flexibility for older Australians The Government has announced it will allow voluntary superannuation contributions (both concessional and non-concessional) to be made by those aged 65 and 66 without meeting the work test from 1 July 2020.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">People aged 65 and 66 will also be able to make up to three years of non-concessional contributions under the existing bring-forward rule.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Currently, people aged 65 to 74 can only make voluntary superannuation contributions if they meet the work test which requires working a minimum of 40 hours over a 30 day period in the relevant financial year, and those aged 65 and over currently cannot access bring-forward arrangements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Government has also announced that people up to and including age 74 will be able to receive spouse contributions, with those aged 65 and 66 no longer needing to meet a work test. Currently those aged 70 and over cannot receive spouse contributions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aligning the work test with the eligibility age for the Age Pension (scheduled to reach 67 from 1 July 2023) and increasing the age limit for spouse contributions to 74 will give older Australians greater flexibility to save for retirement.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Non-concessional contribution<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Also known as \u2018after tax\u2019 contributions to your super that have already been taxed at your normal tax rate, such as from you take home pay or savings.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Spouse contributions<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">You can contribute to your spouse\u2019s super and may receive a tax offset if your spouse meets the requirements outlined by the Australian Tax office. <\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Taxation<\/span><\/h2>\n<h2><span style=\"font-weight: 400;\">Increase to the Low and Middle Income Tax Offset<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Government will increase the non-refundable Low and Middle Income Tax Offset (LMITO) for the 2018-19, 2019-20, 2020-21 and 2021-22 financial years. The LMITO will be removed from 1 July 2022.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Changes to the Low Income Tax Offset from 1 July 2022<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Government will increase the maximum Low Income Tax Offset (LITO) from<\/span><\/p>\n<p><span style=\"font-weight: 400;\">$645 to $700 per annum from 1 July 2022. The threshold for singles will increase to $22,398 per annum and, for families with no children, increase to $37,794 per annum.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For individuals and couples who are eligible for the Seniors and Pensioners Tax Offset (SAPTO), the thresholds will increase to $35,418 per annum and $49,304 per annum respectively. Medium sized businesses must also acquire these assets after Budget night to be eligible.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Aged care<\/span><\/h2>\n<h3><span style=\"font-weight: 400;\">Additional residential care places<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The Government proposes additional funding for residential aged care by adding 13,500 residential care places.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Release of additional home care packages<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The Government will provide funding from 2018-19 over five years for the release of an additional 10,000 home care packages across the four package levels. This would bring the total of additional home care packages introduced since 2017-18 to 40,000.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Increase to the dementia and veterans\u2019 home care supplements <\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The Government proposes an increase to the dementia and veterans\u2019 home care supplements from 2018-19 over five years. This measure aims to assist eligible home care recipients who require additional care to stay in their home longer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The veterans\u2019 home care supplement provides additional funding for veterans with a mental health condition accepted by the Department of Veterans\u2019 Affairs (DVA) as related to their service.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The dementia and cognition supplement provides additional funding to acknowledge the extra costs of caring for people with cognitive impairment associated with dementia and other conditions.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Commonwealth Home Support Programme<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The Government will extend funding for the Commonwealth Home support Programme (CHSP). The CHSP is entry level support services and personal care at home.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The CHSP can include services such as meals, nursing care, home maintenance, home modifications, aids and equipment (e.g. mobility aids) and\/or community transport to assist older people to keep living independently in their own home.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Better quality of care<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The Government will also:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Strengthen aged care regulation through the establishment of a risk-based compliance and information sharing system in the Aged Care Quality and Safety Commission.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Introduce mandatory reporting against national residential care quality indicators for pressure sores, use of physical restraint, weight loss, falls and fractures, and medication management.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Develop an end-to-end compliance framework for the Home Care program, including the increased auditing and monitoring of home care providers.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Commence the implementation of an enhanced home care compliance framework to improve the quality and safety of home care services and enhance the integrity of the home care system.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Address the use of chemical restraints and the inappropriate use of antibiotics in residential aged care facilities.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Provide additional support for the implementation of the Aged Care Workforce Strategy.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Undertake preparatory work for the introduction of a new Serious Incident Response Scheme from July 2022, which will require residential care providers to report a broader range of incidents occurring in their facilities.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Home care package<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">A coordinated package of care and services to help you live independently in your own home for as long as you can. <\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Other<\/span><\/h2>\n<h2><span style=\"font-weight: 400;\">Energy assistance payment<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Government has announced a one off, income tax exempt payment of $75 for singles and $125 for couples who were on a qualifying payment on 2 April 2019.
