where a lot of first home buyers are now having real difficulties cracking the market.<\/p>\n<p>So how is the government looking at addressing it?<\/p>\n<p>Well, a House of Representatives committee (made up of both Liberal and Labor MPs) tabled a report titled \u2018<a href=\"https:\/\/parlinfo.aph.gov.au\/parlInfo\/download\/committees\/reportrep\/024864\/toc_pdf\/TheAustralianDream.pdf;fileType=application%2Fpdf\" target=\"_blank\" rel=\"noopener noreferrer\">The Australian Dream<\/a>\u2019 in federal parliament last week outlining 16 ways to improve housing affordability and supply across the country.<\/p>\n<p>Below, we\u2019ve summed up all 16 recommendations for you, starting with a few of the report\u2019s more eye-catching proposals.<\/p>\n<h4 class=\"mt-2\">Replace stamp duty with land tax<\/h4>\n<p>States and territories should replace stamp duty with land tax, the committee recommends.<\/p>\n<p>This should be implemented over time, so that those who have already paid stamp duty, or recently paid it, don\u2019t face double taxation.<\/p>\n<p>The committee says this change would increase housing turnover, remove an unnecessary obstacle to homeownership, and stabilise government revenues.<\/p>\n<p>In the meantime, a transition review is recommended and states and territories should adjust stamp duty brackets to redress decades of stamp duty bracket creep.<\/p>\n<h4 class=\"mt-2\">First home buyers to use their super as security for home loans<\/h4>\n<div class=\"bt_bb_row\" data-structure=\"12\">\n<div class=\"bt_bb_column col-md-12 col-ms-12 bt_bb_align_left bt_bb_vertical_align_top bt_bb_padding_normal\" data-width=\"12\">\n<div class=\"bt_bb_column_content\">\n<div class=\"bt_bb_separator bt_bb_bottom_spacing_small bt_bb_border_style_none\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"bt_bb_row_wrapper bt_bb_row_width_boxed_1200\">\n<div class=\"bt_bb_row\" data-structure=\"2-4-4-2\">\n<div class=\"bt_bb_column col-md-2 col-sm-4 col-ms-12 bt_bb_align_left data-structure=\"12\">\n<div class=\"bt_bb_column col-md-12 col-ms-12 bt_bb_align_left bt_bb_vertical_align_top bt_bb_padding_normal\" data-width=\"12\">\n<div class=\"bt_bb_column_content\">\n<div class=\"bt_bb_separator bt_bb_bottom_spacing_small bt_bb_border_style_none\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The Australian Government should allow first home buyers to use their superannuation as security for home loans, the committee says.<\/p>\n<p>\u201cAllow first home buyers to use their superannuation balance as collateral for a home, without using the funds themselves as a deposit, thereby expanding the opportunity for home buyers,\u201d the committee says.<\/p>\n<p>\u201cThis recommendation will therefore remove the largest barrier for home buyers; being the deposit.\u201d<\/p>\n<p>However, the committee warns this recommendation should only be implemented in conjunction with some of the other proposals on this list that increase housing supply.<\/p>\n<p>\u201cOtherwise, an increase in households\u2019 ability to borrow would likely increase property prices,\u201d they add.<\/p>\n<h4 class=\"mt-2\">Rent-to-own affordable housing<\/h4>\n<p>The Australian Government should implement schemes to encourage private sector partnerships to deliver rent-to-own or discount-to-market affordable housing.<\/p>\n<p>\u201cThis will diversify the housing market as well as provide affordable housing options for low to medium-income earners, people experiencing homelessness, women escaping domestic violence, parents and children,\u201d the report states.<\/p>\n<h4 class=\"mt-2\">The committee\u2019s other recommendations<\/h4>\n<p><b>Increase urban density in appropriate locations:\u00a0<\/b>specifically areas well-serviced by under-used transport infrastructure.<\/p>\n<p><b>Incentivise planning and property administration policies:<\/b>\u00a0provide incentive payments to state and local governments to encourage better planning and property administration.<\/p>\n<p><b>Pay states and localities to deliver more affordable housing:\u00a0<\/b>grants could be in the form of cash or infrastructure.<\/p>\n<p><b>Adopt recommendations from the\u00a0<\/b><a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/House\/Social_Policy_and_Legal_Affairs\/HomelessnessinAustralia\" target=\"_blank\" rel=\"noopener noreferrer\"><b>Inquiry into homelessness.<\/b><\/a><\/p>\n<p><b>Increase the supply of critical housing such as crisis housing.<\/b><\/p>\n<p><b>Don\u2019t mess with negative gearing:\u00a0<\/b>the committee recommends the Australian Government not change its current negative gearing policy.<\/p>\n<p><b>Reform developer contributions:\u00a0<\/b>work with state and territory governments to reform developer contributions, so value-adding and in-demand infrastructure is delivered.<\/p>\n<p><b>Review the\u00a0<\/b><a href=\"https:\/\/www.canstar.com.au\/home-loans\/build-to-rent\/\" target=\"_blank\" rel=\"noopener noreferrer\"><b>build-to-rent<\/b><\/a><b>\u00a0housing market:<\/b>\u00a0in particular how it\u2019s affected by current regulations and tax policies.<\/p>\n<p><b>APRA to continue monitoring lending standards.<\/b><\/p>\n<p><b>No changes to the RBA\u2019s charter:<\/b>\u00a0ensuring that house prices are not a specific objective of monetary policy.<\/p>\n<p><b>Up-to-date forecast data:<\/b>\u00a0implement ways to get more up-to-date forecast data on population, housing approval and completions.<\/p>\n<p><b>Unlock new housing supply:<\/b>\u00a0concessional loans to infrastructure projects and community housing providers that will unlock new housing, particularly affordable housing.<\/p>\n<h4 class=\"mt-2\">Final word<\/h4>\n<p>Here\u2019s the most important thing, though.
