all entities \u201cto correctly self-assess their tax liabilities and pay on time, and level the playing field for individuals and businesses who already do so\u201d but\u00a0 has raised major concerns among accounting bodies and business advocacy groups, who warn the removal of the deductions <a href=\"https:\/\/www.accountantsdaily.com.au\/Taxpayers%20will%20be%20restricted%20from%20claiming%20deductions%20for%20general%20interest%20charge%20(GIC)%20and%20shortfall%20interest%20charge%20(SIC)%20incurred%20on%20or%20after%201%20July%202025,%20after%20Parliament%20passed%20amendments%20on%20Wednesday%20(26%20March).%20Under%20the%20amendments,%20the%20Commissioner%20will%20still%20have%20the%20discretion%20to%20remit%20interest%20charges%20where%20it%20is%20fair%20and%20reasonable%20to%20do%20so,%20taking%20into%20consideration%20the%20circumstances%20which%20led%20to%20the%20delayed%20payment%20of%20tax%20liabilities%20or%20the%20tax%20shortfall.%20Labor%20has%20previously%20said%20the%20changes%20will%20enhance%20incentives%20for%20all%20entities%20%E2%80%9Cto%20correctly%20self-assess%20their%20tax%20liabilities%20and%20pay%20on%20time,%20and%20level%20the%20playing%20field%20for%20individuals%20and%20businesses%20who%20already%20do%20so%E2%80%9D.%20The%20changes%20to%20GIC%20and%20SIC%20deductions%20have%20raised%20major%20concerns%20among%20accounting%20bodies%20and%20business%20advocacy%20groups,%20who%20warn%20the%20removal%20of%20the%20deductions%20could%20have%20significant%20consequences%20for%20businesses%20and%20the%20wider%20economy.%20https:\/www.accountantsdaily.com.au\/tax-compliance\/20848-punitive-gic-changes-may-trigger-business-failures-warns-tax-institute%20%22Increased%20financial%20pressure%20may%20force%20businesses%20to%20divert%20resources%20from%20critical%20operations%20such%20as%20payroll%20or%20purchasing%20inventory,%20putting%20their%20long-term%20viability%20at%20risk,%22%20The%20Tax%20Institute%20said%20during%20consultation%20on%20the%20measure.%20CPA%20Australia%20said%20denying%20GIC%20and%20SIC%20deductions%20was%20an%20excessive%20measure%20given%20the%20ATO%E2%80%99s%20firm%20approach%20to%20debt%20recovery%20efforts.%20%E2%80%9CWith%20interest%20rates%20as%20high%20as%20they%20are,%20this%20will%20disproportionately%20affect%20businesses%20with%20cash%20issues,%20particularly%20sole%20traders%20on%20the%20highest%20marginal%20tax%20rate,%E2%80%9D%20CPA%20Australia%20tax%20lead%20Jenny%20Wong%20said.%20%E2%80%9CYou%20have%20to%20question%20if%20this%20really%20is%20about%20repaying%20outstanding%20tax%20debt,%20or%20just%20a%20penalty%20on%20taxpayers%20struggling%20to%20do%20the%20right%20thing%20and%20meet%20their%20obligations.%20The%20impact%20on%20existing%20tax%20debt%20is%20very%20concerning.%E2%80%9D%20The%20Council%20of%20Small%20Business%20Organisations%20Australia%20(COSBOA)%20has%20also%20previously%20slammed%20the%20changes,%20stating%20that%20the%20move%20was%20a%20%E2%80%9Cpunitive%20and%20radical%20departure%20from%20current%20practice%E2%80%9D.%20https:\/www.accountantsdaily.com.au\/business\/20914-government-must-fix-ato-service-delays-before-imposing-gic-changes-cosboa%20%E2%80%9CThe%20overwhelming%20majority%20of%20small%20businesses%20are%20doing%20the%20right%20thing%20and%20seek%20to%20pay%20their%20tax%20on%20time%20and%20pay%20it%20correctly,%22%20said%20COSBOA%20chief%20executive%20Luke%20Achterstraat%20said.%20%E2%80%9CTargeted%20measures%20to%20deal%20with%20high-debt%20accounts%20would%20be%20more%20appropriate%20and%20equitable%20to%20encourage%20voluntary%20compliance%20across%20the%20tax%20system.%E2%80%9D%20Chartered%20Accountants%20ANZ%20previously%20warned%20that%20the%20denial%20of%20GIC%20and%20SIC%20deductions%20would%20see%20the%20cost%20of%20tax%20debt%20to%20soar%20in%20the%202025-26%20income%20year.%20https:\/www.accountantsdaily.com.au\/tax-compliance\/19823-cost-of-tax-debt-to-soar-in-2025-ca-anz-warns%20CA%20ANZ%20senior%20tax%20adviser%20Susan%20Franks%20said%20that%20many%20clients%20will%20be%20looking%20to%20their%20accountant%20for%20help%20refinancing%20their%20business%20ahead%20of%20the%20changes.%20Franks%20said%20the%20change%20is%20likely%20to%20see%20many%20small%20businesses%20looking%20to%20pivot%20their%20financing%20to%20traditional%20institutions%20whose%20interest%20charges%20will%20be%20deductible%20and%20therefore%20potentially%20cheaper,%20she%20explained.%20She%20warned%20that%20not%20all%20businesses%20would%20be%20able%20to%20find%20alternative%20tax-deductible%20finance.%20%E2%80%9CMany%20of%20the%20tax%20debts%20that%20the%20ATO%20will%20be%20left%20with%20will%20be%20for%20businesses%20whose%20viability%20is%20questionable,%E2%80%9D%20she%20said.%20This%20policy%20may%20therefore%20result%20in%20the%20ATO%20holding%20a%20larger%20proportion%20of%20tax%20debts%20that%20may%20not%20be%20recoverable,%20she%20warned.\"> could have significant consequences for businesses and the wider economy.<\/a><\/p>\n<p>Denying GIC ad SIC deductions is a further push to enpower the ATO who has recently ramped up its debt recovery efforts after a lengthy period of limited action, post Covid.<\/p>\n<h3><strong>What is GIC<\/strong><\/h3>\n<p>General interest charge (GIC) is applied to unpaid tax liabilities and is worked out daily on a compounding basis.<\/p>\n<h3><strong>When GIC applies<\/strong><\/h3>\n<p>The ATO may apply GIC if an amount of tax or some other liability remains unpaid after the date it should have been paid. If you claim the deduction and the ATO remit the GIC you\u2019ll need to include the remitted GIC as income in your return for the financial year in which the remission is granted.<\/p>\n<div><\/div>\n<h3><strong>Tax Planning Strategies <\/strong><\/h3>\n<p><strong>The most obvious tip is to avoid GIC being charged by paying your personal and\/or business taxes on time. In order to prioritise timely payments of tax, implement cash flow forecasting and set aside provisional tax buffers. In addition, you could consider<\/strong><\/p>\n<h6><strong>1. Refinance Tax Liabilities with Cheaper Debt<\/strong><\/h6>\n<ul>\n<li>If cash is tight, consider using a <strong>business line of credit<\/strong> or <strong>short-term loan<\/strong> to pay the ATO on time.<\/li>\n<li>The interest on commercial debt is usually deductible.<\/li>\n<li>Compare interest rates \u2013 if loan interest &lt; GIC and it&#8217;s deductible, it\u2019s a better option.<\/li>\n<\/ul>\n<h6><strong>2.
